Seth Colby is the Tax Research & Planning Officer for the Hawaii Department of Taxation where he manages the Tax Research & Planning (TRP) office which produces revenue forecasts, revenue impact estimates of proposed legislation, public policy analysis, and statistical reports.  He teaches Economics at the University of Hawaii’s Shidler College of Business.  Prior to joining the Department of Taxation, Seth's career focused on economic and social development in Latin America, the Caribbean, and Africa, where he worked for the Inter-American Development Bank, the World Bank, and Johns Hopkins University. He has experience working Foreign Exchange markets and served as a U.S. Peace Corps volunteer. Seth is fluent in Portuguese and Spanish and holds a PhD in Political economy from Johns Hopkins University.
